Hey Pete,
According to the Toho booklet of the DVD, an agency called "Uehara-gumi" gave film productions foreigners actors when they were needed. Turks, Norwegians and Swedish were in majority.
As for the two main "foreign characters" credited in the film Roy James and E.H. Eric, the first one seems British while the second one (confirmed by IMDB) is French.
As for James, he played another american soldier in Naruse's Ukigumo and K. Ichikawa's Dokonjo monogatari. Eric played in the live-action movie of Lupin the Third and the role of Lafcadio Hearn (foreign author that lived in Japan whose works were the inspiration for Kobayashi's Kwadai) in Yabunirami Nippon.
