I've never seen Karayuki-san, but I saw a Japan Foundation print of Nippon sengoshi at Sheffield in 2009.  I would ask the Japan Foundation in Canada what they can do for you.

  Alternately, it's a ways off, but Éditions Choses Vues has made a small announcement (scroll down) that they will have a DVD of these films in Spring 2012:

  With French subtitles. Many of their DVDs are €27.00 or less.
