I guess it depends how you want to approach "disaster". If we go with Sontag, then a lot if sci-fi is essentially about disaster. A fair amount has been written about man-made disasters, and there are of course filmmakers like Tsuchimoto who have dedicated years to filming one, but I gather there is less about "natural" disasters. E.g. Miyazaki's "Kaze tachinu" includes a depiction of the Kanto earthquake, but most criticism of the film hasn't taken that up, instead focusing on the airplane and the war. As for more recent disasters, Fujiwara Toshi notes that the 1995 Kobe quake hasn't been given much attention by documentary filmmakers.
My feeling is that coverage of natural disasters has been rather uneven, though there may be scholarship in Japanese that has taken this up more seriously.
