This is spot on. They are the ones that are devoting their lives to documentary, so their votes would have been very meaningful. At the same time, the whole process is more about inspiring thinking and viewing than determining the relative value of great films. Kevin Lee edited some excellent essays along these lines for the rerelease of the last fiction film poll.
