You're probably looking for Hoso Library.
http://www.bpcj.or.jp/

They have digitized TV programs that you can watch in a booth.
They only have those that have won some awards. Also NHK is not included.
I recommend making a reservation through the website as a researcher.
Otherwise, you can only use the booth for 2-3 hours.
