Sorry for the delayed response. 

The KineJun Best Ten will be announced on February 4, which is later than usual. My impression is that this is in part timed to match the sales date of the issue itself. Previously, the Best Ten would be announced more than a week before the Best Ten issue hit the stands.

I know one thing KineJun has been doing is “best” lists of the decades of Japanese cinema. For instance, they announced the best list for the 1980s in December, with Family Game coming in at number 1.  The 90s list should be announced in the spring.
