Tim you are correct but it should also be noted that USDA bases their policy on
 that of the individual state that the shipment ia being made to and the state
 is usually given the final word.

Myself I do not believe any of these regulations have been effective at keeping
 serious plant pests out of the country but is only a hobble on everyone trying
 to study and enjoy lepidoptera
