Where to complain (Violated Teeny Boppers)

This spam looks to have originated at american.edu, and even if not, it
advertises a webpage hosted by nwnet, who in turn link through alter.net -
I presume this sort of thing is against ONE of these outfits' policies.
Accordingly, polite complaints to postmaster at american.edu,
postmaster at nwnet.net, and postmaster at alter.net asking for action to be
taken would be appropriate.
