Why don't you set up a mail list? This is what's normally done when
there's not enough interest to justify a Usenet group. No vote
needs to be taken, someone just does it. If there's not enough
interest then then list can easily be terminated. Once a newsgroup
gets created it seems to hang around forever even if there are few
or no postings.
