introducing butterflies to a garden

Hi to all,

My neighbor has tons of hollyhock in her yard and she's interested in 
introducing and encouraging some Painted Ladies to take residence there. I'm 
raising some Painted Ladies and could supply her with some.
If we wanted to help nature along by introducing some PL's, is it best to 
introduce them in the caterpillar stage, or another stage (i.e. pupal)? Does 
anyone recommend netting the plants with the introduced insects (or 
transplanting some in a container with netting) to help temporarily protect 
them from predators? Approximately how many larvae would be a good amount to 
give her a start? She has many good nectar sources as well.
Any details on how to encourage the best success for her in introducing them 
would be appreciated.
