I GOTTA say something here.

The reason is BECAUSE THIS IS SUPPOSED TO BE A FREE COUNTRY NOT A
TOTALITARIANISM CONTROLLED BY THE GOVERNMENT.

It's kinda the same as the government "having to prove people guilty"
instead of people "having to prove they are innocent"

If that's what you want.....move to China and leave us to our
freedom....even if that means the freedom to destroy the environment. 
I'd rather live with those risks than let somebody else make those
decisions for me.. thank you.
