Speaking of legalese, perhaps someone familiar with the USA legal system and
government policy culture can answer this question for me: Is the said
policy statement actually a policy to guide statutory decision makers and
persons subject to regulations or does its printing in the federal register
confer any legal status on the policy, ie. make it a legal must-do rather
than a policy ??
