One can view aerial photos of any medium to large size city
along the California coast and see many city parks, cemeteries,
golf courses and similar type green belts which have enough tree
cover to support  large monarch overwintering colonies.
 
I think its very reasonable to assume humans will continue
to plant  clumps of evergreen trees within our urban centers and
unreasonable to assume our cities in the future will be devoid
of such clumps.
