Fremontodendron leafminer

Does anyone know what micros mine the leaves of Fremontodendron californica? There is a small population of these shrubs at Fort Ord, Calif., many miles from any other native Fremontias. The leaves contain a large leafmining larvae which makes a large blotch which can cover the whole leaf.
