NYTimes.com Article: When Biological Control Gets Out of Control

I am curious about how they determine that it is the gypsy moth that causes
these problems or if it is the spraying to control the gypsy moth. If the
silk moths disappear without any spraying then they can say the gypsy moth
caused the disappearance but if they spray how could it be determined what
caused the problem?
