Count me as ignorant, but you must be kidding.   Is this a state, county, 
or what law?  What is the background to this?   I've never heard of a law 
like this anywhere.

Naturally I'm aware that one does not collect in a nature reserve (state, 
county, federal, private, whatever) without whatever permits apply.  And I 
know particular species or groups are protected in particular geographic 
areas.  But all bugs?  On all public, but not private, property?   This is 
a new one.

It seems kind of pathetic to me.   The last time I was out with a net, and 
someone as usual asked why, I told them I was collecting bees, and they 
brightened up and said "Oh - to get rid of the bees?"
*sigh*
