I agree that we started MBBRP after reading a Miami Herald article on 
the occasion of Jeff petitioning to declare the bug endangered. We then 
began negotiating with Fish and Wildlife, who were very positive about 
our proposal.
Would we have done it without that? I dunno. Maybe not. Would somebody 
have pitched in and saved the butterfly, maybe Tom himself? Probably. 
But it was a nice thing to say.
