Endangered species act - RFI on states' laws

Mike -
A question that has probably been answered before:
Is collecting of leps allowed in Texas State Parks, State Wildlife areas,
and/or Federal Wildlife Preserves?
A better way to put it - where in Texas can the average person collect
butterflies and moths legally?
