Unfortunately what the NABA never mentions is that after the suggestion
by Dr. Wehling of the USDA, the IBBA had adopted and implemented a 
tagging program last year. Even the largest releases such 911, Little 
League World Series and Hope for The Children, the butterflies were all 
tagged. There is only one company, which is not an IBBA member, that 
ships PL chyrsalis in paper pyramids and shows no desire to mark or tag. 
So in essence the USDA will now give them free rein but stopped the 
people that have complied. What a crazy world.
