Oh yes, as for the larvae and pupae raised for release by the unwitting
consumer:
The tagging of Monarchs is largely accomplished by the efforts of
"volunteers" and the tags can be obtained "commercially." Granted, there
are many "inept" individuals (judging from the posts of others on this
listserv), who proceed with their cultivated interest in lepidoptera
through "trial and error." Practice makes perfect, and if one were to
"limit" the handling of butterflies to a "select few," then what you are
suggesting is a pursuit of interest restricted to "kings" (!)
I don't find NABA's proposal against their philosophy in the least...
