Ed,
A good question is what does the limited data suggest?
If the numbers tagged in the Eastern Seaboard states(A) were similar
to those in the Midwest states(E):
an explanation is that Monarchs only "know" to migrate North-South
and therefore most of the (A) Monarchs, which make it that far, end
up as food for fishes. Since there have been reports of offshore oil
installations covered in butterflies this is, at the least, a
possibility.
It would also be useful to know, from tagging the Monarchs in the
known overwintering sites in Mexico, how they scatter over the
Midwest and Eastern Seaboard states. If there are large areas without
tagged Monarchs there could be other overwintering sites and more of
the (A) Monarchs go there.
