I think there are two questions here -- since the eagle itself belongs to
USF&WS they need to access the value of the specimen.  Since USFWS controls
and owns the actual bird and makes it available to you on a permit -- you
don't really have a cost of purchase or collecting involved.  Separate from
that is how much would it cost to have a fresh specimen mounted -- a fairly
straight forward question that your local taxidermist could answer.  The
other thing that could affect the value is the uniqueness of the specimen.
Is there data associated with this specimen that increases its value above
any other "ordinary" (excuse the term for a bald eagle) eagle?

I don't have a dollar value to suggest to you, but I think the above
questions are the ones to concentrate on.
