In my area (east of Pittsburgh) there are local hazardous waste disposal 
days. For a small fee (under $50) youi can bring solvents, old oil based 
paints, etc. for disposal. They do not take tires and sometimes there wil 
be someone who recycles old lead-acid batteries. You might want to check 
with local conservation groups to see if there is a similar program 
nearby.
