... industry will try to target for free metadata e.g. sequences on 
genbank; the European Commission sees e.g. difficulties with uploading 
sequence data to genbank unless explicitly agreed in MAT & PIC because 
genbank server are US-based and the US is a non-signatory state ...

Don't know what this will mean in practise, but it will have impact on 
future publications of sequence data.
