Dirk makes an interesting, but quite true, observation.

"The main problems DEFINITELY lies with insufficient data being entered
into the electronic declaration forms of postal carriers (e.g. FedEx,
UPS, etc.), or incomplete or missing shipping docs."

- in the case of the shipment we sent (and was returned), our UM shipping
document (and our shipping label) both clearly noted that the material was
a loan.
- BUT, there is no direct way to specify a "loan" on the US Postal Service
Customs form!
    - the standard categories on the 2976-A are: Gift, Documents,
Merchandise, Returned Goods, Commercial Sample, Humanitarian Donation,
Dangerous Goods, Other.
