Debra, The thread wasn't "hijacked".  Rather, a concern was raised about
the effectiveness of the "talking points" document that is supposed to
assist folks who want to urge legislators and others to support the Bill
you refer to.

The specific example in that "talking points" document which was
highlighted was about the grouse.

"For example, the Federal government is currently wrestling with the
challenge presented by diminishing populations of sage grouse and the
potentially catastrophic effects on a 12 state region of a listing of the
grouse as an endangered species."

That statement is found in a link in an attachment entitled "Action Alert
from the American Society of Plant Taxonomists' Environment and Public
Policy Committee" in a posting to this list by Richard Rabeler <
rabeler at umich.edu> on Feb 25th at 6:42AM. (Yeah, easy to miss, so deeply
buried as it is, but there nonetheless.)
