Rod,
I am happy to help you with this, but would need additional details.
Ultimately, you should never acquire any protected species without
consultation with the USFWS. Transferring protected species (CITES or ESA)
may also require cooperation between the state agencies within the United
States.
We also draft either a Letter of Provenance or a Memorandum of
Understanding that the donor signs. This letter or memorandum is reviewed
by the USFWS before moving forward to accepting anything.
- NOTE: If the material does not meet the mission of your museum, you do
not have a definitive use purpose, or there is any question about the
documentation (or lack thereof), it may not be worth accepting. It is OK to
say no.
