Just to Dirk's remarks: when you swap out fluorescent tubes for LED ones, you should replace the whole fixture. It makes no sense to keep ballasts, which definitely will fail in time and can do so in dramatic fashion - smoke, alarms, building evacuation, it's happened - but replacing multi-tube units in suspended ceilings is more work than with single or double-tube ones hanging on chains.
That said, because an LED does not need a starter to get the gas vaporized (that little aluminum "plug" that you can twist and remove), the ballast will have nothing to do and your electrician can simply cut its wires.
