[Nhcoll-l] [ECN-L] USFWS 3-177 - deregulation?

Hi, all! I think we need to be careful here. Although I would love to
make the 3-177 process more efficient, I think that is different from
promoting deregulation of wildlife imports. The 3-177 gives US Fish and
Wildlife Service "teeth" when going after bad actors, and the unintended
consequences of deregulation could be catastrophic to imperiled taxa,
especially if there is perceived support from the scientific community.
