[SAC-FAST] conversion of subdivision to heading

On record 850, I noticed that the LCSH form subdivision "-- Congresses" 
on the original record had become the form heading "Conference 
proceedings" on the FAST record. The LC/SAF authority record 
for "Conference proceedings" does say:

680 __ |i Here are entered works about the proceedings of conferences 
or congresses. Texts of the proceedings of conferences or congresses 
are entered under the appropriate subject heading with the subdivision 
|a Congresses.

Since conference proceedings are not my passion, I thought I'd check 
one of my passions -- exhibition catalogs -- to see if they were being 
treated the same way. The LC/SAF record does have a parallel scope note 
about subdivision usage. Among the FAST samples, I found several 
examples of the FAST heading "Catalogs -- Exhibition catalogs" where 
LCSH would have had "-- Exhibitions".

This is surprising to me: it doesn't introduce any new words for 
keywording over just "Exhibition catalogs. $2 fast"; it isn't parallel 
to "Conference proceedings"; builds in a broader term.
