[SAC-FAST] History as form subdivision

I've only looked at a few of my FASTed records and was surprised to 
find "-- History" being treated as a form subdivision. I do not 
remember a discussion in our group of this being form rather than 
topical. It was vigorously discussed around the time of the 
subdivisions conference in 1991, and I note that Lois Mai Chan's 
proposal paper on alternatives to subject strings codes "History" as 
form. Now, as a free-floating subdivision in LCSH, it's $x. Perhaps 
CORC made a variant decision.

Anyway, it separates the "History" aspect from the topic.
