[yul-naco] RLIN21 postponement

In case some of you don't yet know:

RLG has again postponed the date on which we are to switch to inputting 
NACO records using the new RLIN21 client. They are currently setting Oct. 
31 as the implementation date.  They have not yet released the NACO-enabled 
software for testing.
