[yul-naco] reminder: RLIN save file 60-day limit

As you know, RLG has informed us that they will be deleting any NACO 
records in their save file that have not been touched in 60 days. I don't 
know if the new policy has actually taken effect yet, but we don't want to 
find out the hard way! So...

Remember not to let your NACO records linger in the save file. If you are 
independent, be sure to produce your records in a timely manner. Ask for 
advice if you are having trouble with a particular record.

If you are not yet independent, remember to submit your records to your 
reviewer or your funnel project coordinator in a timely manner. Don't let 
too many build up! Although our local policy says to send no more than 10 
headings for review at any one time, you should feel free to send fewer 
than that. Even a single heading is fine!

Reviewers (myself included!) should look over records that are submitted to 
them as quickly as possible.
