[yul-naco] New record exporting policy

The Library's policies on exporting bib records have received one new 
addition (which pertains to NACO work). The new policy can be found in the 
first row in the second table in the policy document:

The new policy is based on the premise that any Yale bib record that has 
been used to establish a Yale NACO heading should contain the established 
form of heading (not just in Orbis but also in the utilities).

So, if you are citing a Yale bib record in a 670 field in a NACO record, 
make sure that the version of the bib record sent to the utilities has the 
correct form of heading. Do your NACO work before you export your bib 
records. If the record has already been exported to the utilities in the 
past and you are doing the NACO work retrospectively, you will have to 
re-export the bib record once the NACO work is done. The new version of the 
record will then overlay the old version.
