[yul-naco] Revised RLIN21 Latin keyboard setup for WinXP

Thanks, Sarah. I've posted the revised instructions to the RLIN21 section 
of the "Authority Control at Yale" site:

XP users: we discovered that some of you were having trouble with the 
Language Bar setting options being grayed out. These revised instructions 
include a fix for that: on the Text Services and Input languages window, 
click on the "Advanced" tab and make sure that the System Configuration box 
is un-checked. Thanks to Google for helping us find the fix!
