[yul-naco] Reminder: RLIN21 diacritics go *after* the letter

Dear NACO catalogers,

Just a reminder that when you are inputting NACO records in RLIN21, the 
diacritics get entered *after* the letter with which they are associated.

This is different from the "before-the-letter" approach that we used in 
RLIN Terminal for Windows (and currently use in Orbis bib records, though 
that will change once we implement Voyager Unicode).

The good news is that the RLIN21 diacritics display as "superimposed" (on 
top of the letter) rather than "side-by-side" (next to the letter), so you 
will have immediate visual feedback on whether you have entered the 
diacritic correctly.

I have not seen any problems with our newly created records thus far ...
