[yul-naco] Diacritics : bib. vs. NACO records

Now that some of you have gone live with RLIN21, please remember:

If you create/update a bibliographic record using RLIN21, and then go to 
create/update a NACO authority record using RLIN Terminal for Windows, pay 
close attention to the placement of diacritics!

In the bib record, the diacritics now go *after* the letter according to 
Unicode conventions; in the authority record, the diacritics will continue 
to go *before* the letter as in the past (for the time being anyway).

This means that you cannot copy and paste between the two records as easily 
as you used to; editing of the pasted fields will be required!

Bib and authority record input of diacritics will not be in synch until the 
NACO-enabled version of the RLIN21 client has been released, tested, and 
implemented. And we don't know exactly when that will be!
