[yul-naco] Diacritics : bib. vs. NACO records

Manon, would it not be the case that we could access the old bib database
using cal rlin (cat) after logging on to authorities? The old database is
not unicode, so one could copy headings from it (or use the gen command)
until RfW AUT is replaced by the client. This would not be possible for
those who are actively creating new records on RLIN21 and wish to copy the
bib headings to their NARs, since the CAT database is frozen, but for the
short term a lot of headings can be derived or copied from member records
that predate RLIN21. Also, as long as we continue to use the RfW AUT
database, we should be able to copy headings from Orbis into the NAR; I'm
assuming that won't be the case once we start using the client.
