[yul-naco] Diacritics : bib. vs. NACO records

Steven,
Yes, if you are creating a NACO record based on a bib record that exists in
the RLIN Terminal for Windows database, you can definitely copy/paste or
use the gen command just as you used to. I was referring only to situations
involving bib records created/updated in the RLIN21 Unicode environment.
