[yul-naco] More on diacritics

Some have asked me privately to expand a little more on the diacritics 
issue, going beyond the two flavors of RLIN to include situations involving 
copy/paste from Orbis. Here is a summary of my understanding of how it all 
works:

We cannot copy/paste text with diacritics directly:

-- From RLIN21 to RLIN T4W auth record (and vice versa)
-- From RLIN21 to Orbis (and vice versa)

It is okay to copy/paste text with diacritics directly:

-- From RLIN T4W bib record to RLIN T4W auth record
-- From Orbis to RLIN T4W auth record (and vice versa)

However, I'm not 100% sure on the last point. I will ask for verification. 
I have always input my diacritics directly when creating NACO records in 
RLIN T4W (rather than copying from the Orbis record). But it sounds like 
others have been copying them?? There has been no change in how things work 
between RLIN T4W auth records and Orbis, so whatever worked before should 
continue to work.

Bib records imported from RLIN21 into Orbis will be automatically converted 
(i.e., they are only Unicode records while they remain in the RLIN21 
databse) and so the diacritics will display Orbis-style once the records 
are in Orbis.
