[yul-naco] death dates + bib maintenance

Someone asked the following:

The answer is YES. Every time a death date is
added to a NACO heading, all of the corresponding
bib records in Orbis will need to be changed. We
will follow our usual procedures (i.e. if fewer
than 20 bibs need to be changed, fix them
yourself. If more than 20 need to be changed, notify me).
We definitely don't want catalogers spending all
of their time scouring newspaper obituaries and
"cleaning up" headings! That is why we made the
policy somewhat conservative as to when the death date could be added.
I do worry about what NACO catalogers at other
institutions might be doing and whether we will
be able to keep up with Orbis heading
maintenance. But I guess we'll just do the best we can.
