[yul-naco] Yale policies for NACO independence

Dear NACO catalogers:

The NACO Coordinating Committee has drafted a set 
of guidelines to help us determine when to grant 
individual catalogers independence for NACO work. 
We would appreciate it if you could read them 
over and see if they seem reasonable and appropriate:

following two documents, which are quite dated:
