[yul-naco] Dec. 1 deadline for cleaning out RLIN authority save file

Dear NACO catalogers,

We have set a deadline for cleaning out the records in the RLIN NACO 
save file: December 1.

This gives you the whole month of November to take care of any 
outstanding records. To see the records that are currently in the 
save file, do a Command Line search using the phrase "st s". Look 
through those records and see if any might be yours. If you are 
independent of review, produce them or delete them. If you are not 
yet independent, submit them to your reviewer.

Any records that remain after December 1 will be deleted.

There will be only one exception: Nonroman units who still create 
their bibliographic records directly in RLIN will be allowed the 
option of EITHER using RLIN or OCLC for their NACO work. Once the 
nonroman units have moved to using OCLC for their bibliographic 
records, they will be expected to use OCLC for their NACO work.
