It just occurred to me that Germany. Bundestag is AACR2; so the new record has to be coded as AACR2 as well. Since the RDA rules for subordinate government bodies and subdivisions haven't changed from AACR2, the 2 RDA rules cited still apply, but the authority record needs to be coded as AACR2 & can't go in the RDA queue.

[Steven Arakawa]This falls into RDA 11.2.2.19, Type 2. (includes term implying administrative e subordination: Kommission). Following 11.2.2.20, establish without "Bundestag" and make a reference from Germany. Bundestag. I would also make a reference from the Enquete-Kommission.
3. Sanden, Gabriel, 1885-1933 [Steven Arakawa] I was going to suggest establishing the pseudonym, but your citations back up the Charlotte Bronte rule--all reference sources consulted enter under Sanden, ergo the Sanden name is "best known under" which trumps the usage in this case. I think the LCPS not to qualify with the fuller form unless there is a conflict [9.19.1.4] would apply to references as well as the established form.
