Assuming this is a personal name, since it has already been processed in Phase one, NACO trained catalogers are expected to revise the record to RDA form, including recoding of 040 and the 008. I think the revised NAR should be reviewed by the LC liaison. Note that this only applies to personal names. See the Personal Names section in:

Hi Steven,
I have to use for the first time an authority record that says: “this 1xx field cannot be used under RDA until this record has been reviewed and/or updated” (Gourévitch, Jean Paul, ‡d 1941-). Am I supposed to update this record and send it for review like the other NARs I create? Am I allowed to change Jean Paul to Jean-Paul?
