Updates to Cataloger's Desktop; new version loaded yesterday evening. Noteworthy changes based on a quick review:
Updates to Z1
Change in guidelines for entering 046 when year & month are available but not the day
I believe the new MARC fields now have for the first time the explicit instruction not to use $u or $v if the source is already documented in the 670 (note: 670 only; 678 is not a source)
Updates to LCPS
Added PCC practice to some LCPS labeled as LC practice. (If PCC practice has not been added, assume it is cataloger judgment or local decision)
0.6.3.-4. Although LC practice is not to add further qualification to a preferred title of a translation (e.g., translator name), it is not official PCC practice, so until there is an official decision, for catalogers outside of LC, based on judgment. LC will use NARs with further qualification created by other NACO members and not re-edit them to remove the qualification. (If I'm interpreting this correctly)
PCC/LC practice: for bilingual or polyglot editions, the examples now reflect PCC recommendation to drop the language of the original from the access point (i.e., only the translation access points will have $l)
1.4. Revision in Pre-Modern Forms of Letters to simplify i/j treatment.
1.4 1st alternative: This LCPS limits those languages that can create parallel non-roman scripts in the bib records (if not on the list, Romanize only). Special note for Bibco that parallel non-roman scripts that aren't on the list can be made if the system can accommodate them.
1.7.1. Added punctuation rules for 264 (end punctuation and $3 for multiple 264s). Note that if 264 _4 is made (for the copyright date), there is no end punctuation.
1.8.5. Simplified recording of ordinal numbers in the original LCPS has been removed at PCC request. (the old LCPS: rather than use the specific language's abbreviation for the ordinal number, use a period)
2.15.1.5. Identifier (e.g. ISBN) for the part should be included in the bib record of a multipart (i.e., not just the identifier for the set)
2.15.1.7. Recording ISBNs that don't apply to the item in hand. This is not labeled LC or PCC practice; assume it applies across the board.
9.3.2.3, 9.3.3.3, 9.19.1.1. PCC decision to follow LC practice and use hyphens in personal names rather than "born" or "died"

Subject: [Desktop] Cataloger's Desktop 2012 Issue 3 released
Good morning, colleagues:
I am pleased to report that the 2012 Issue 3 of Cataloger's Desktop was released late last night. Updates in this issue include:
* DCM: Descriptive Cataloging Manual, 2012 Update 2-3
* LCPS: Library of Congress Policy Statements, 2012 Update 4, August 2012
* MARC 21 Format for Authority Data, Update 14, April 2012
* MARC 21 Format for Bibliographic Data, Update 14, April 2012
* RDA: Resource Description and Access, August 2012 Update
Most of these updates were concurrently released with the last LCPS update in June, but the "What's New" page is newly updated, as are the LCPS and RDA August updates. The timing of this release keeps the LCPS and RDA versions in Cataloger's Desktop and RDA Toolkit in sync.
Please let us know if you have any questions or concerns. Thank you for your continued support.
