Last year PCC had quite a lively discussion on undifferentiated name headings encouraged, in part, by a white paper on the topic by John Riemer and myself. Quite a few comments were collected from the PCC list and following this period there was a public forum on the topic at the PCC Participants Meeting in Anaheim. In a later message to the PCC list, Linda Barnhart outlined key concepts taken from the meeting and the Policy Committee's response:
* PCC does not want to proliferate undifferentiated personal name records in the LC-PCC Name Authority File going forward;
* There is no urgency to split apart undifferentiated records that already exist, but we do need to define new practices to achieve differentiation and implement them (PoCo will begin work soon on guidelines);
* A project to split apart undifferentiated records in the retrospective file would best be accomplished after we have experience with those new practices;
* We need to change our paradigm from name headings/records defined by unique text strings to unique identities, and to define a path from one to the other; and
* We will form a Task Group to define that path, to identify the issues and barriers to achieving it, and make recommendations for next steps to move us toward this new paradigm.
In response to this discussion, PCC has established a Task Group on the Creation and Function of Name Authorities in a Non-MARC Environment. In the context statement from this group's charge (http://www.loc.gov/aba/pcc/rda/RDA%20Task%20groups%20and%20charges/Non-MARC-Name-Authorities-TG-charge.docx), undifferentiated personal names are highlighted as an issue to be resolved. The deadline for the report is March 29, 2013 and the Policy Committee hopes to have a response by ALA in Chicago next June.
However, we realize that until that point it would be useful to confirm some interim guidelines. Because of this, the Policy Committee has vetted the following guidelines for PCC use until the issue can be further resolved:

Pending the final report of the PCC Non-MARC Task Group, due March 29, 2013, PCC NACO catalogers encountering identities that may be candidates for an undifferentiated name authority record are asked to follow these guidelines:
RDA-trained NACO Catalogers
* Avoid if at all possible creating new RDA or AACR2 undifferentiated personal name authority records
* Avoid if at all possible adding entities to existing RDA or AACR2 undifferentiated personal name authority records
Instead, apply one of the following RDA instructions, based on cataloger's judgment, to create a unique authorized access point for the person:
* RDA 9.19.1.6 (Profession or Occupation)
* RDA 9.19.1.5 (Period of Activity of the Person)
OR
* Determine if a date of birth, a date of death, a fuller form of name, or an initial is available to create a unique authorized access point for the person.
AACR2 NACO Catalogers
* Until they are RDA-trained, AACR2 NACO catalogers may continue to create new AACR2 undifferentiated name authority records
* Until they are RDA-trained, AACR2 NACO catalogers may continue to add entities to existing AACR2 undifferentiated name authority records
