In case you were wondering, the May update to the RDA Toolkit only has minor changes; the significant rule changes made by JSC in November 2012 are scheduled for the July update.

There are two categories of changes in the RDA content of the RDA Toolkit:
-- updates:  major changes resulting from approved proposals to the JSC;
-- releases:  minor changes resulting from corrections and Fast Track entries handled by the JSC.

So far, there has been only one "update" of the RDA content in April 2012 for proposals from the November 2011 meeting of the JSC.  The next update will be in July 2013 for proposals from the November 2012 meeting of the JSC.  The revision history in the Toolkit applies only* to updates. The final versions of the approved proposals are posted on the JSC web site as "Sec final" documents in the proposal series (see the specific proposals on the JSC web site).

Documentation of minor changes issued as releases and minor changes in the updates are in the Sec document series.  I post and then announce on RDA-L the Sec document for each release; the document listing the minor changes for the May 2013 release is 6JSC/Sec/8 (http://www.rda-jsc.org/docs/6JSC-Sec-8.pdf).  Earlier minor changes are documented in Sec/2, Sec/3, Sec/4, Sec/5, and Sec/7.  No instructions have been renumbered since the April 2012 Update; some will be renumbered in the July 2013 Update.

* Including minor changes such as correction of punctuation, change from bold to italic, correction of typo in one word, etc., in the revision history would definitely add to the complexity of that record.  Minor changes such as clarifying wording, adding an example, adding a glossary term, etc., are included for your reference in the Sec document series.

from the Toolkit on May 13th announcing the May 14th update, but my
Toolkit also shows the latest update as April 2012.  However I do notice
that when you're in RDA itself, if you scroll all the way down to the
bottom of a page it says: Document Date: 5/14/2013, so it would appear as
if the text of RDA has been updated, I'm not sure why the Toolkit hasn't
updated the Update History.  But then again the Toolkit does a lot of
things I don't understand, like not providing the Index to AACR2, and not
having the LC-PCC PS icon print out if you print out an RDA rule.

The RDA Update History seems not to be complete.  Haven't there been
several updates to the content since it was published in June 2010?  There
is only one update in the Update History, and that is dated April 2012.
It is *very* helpful to have a complete history of the updates, to help
catalogers determine if there was an actual change in a particular
instruction, or when instruction numbers have changed, etc.  Will this
section of the RDA Toolkit be augmented with all of the histories for
updates that have occurred to date?
