I should have also commented: When applying Ed's rule of thumb, be thinking as a serials cataloger, not as a monographic cataloger (the latter would likely record a year as other title information...)

A good rule of thumb is to ask yourself, if I were cataloging this resource as a monograph, would I include the omitted date, number, etc., as part of the title proper? If your answer is yes, then substitute the mark of omission for the omitted data when cataloging the resource as a serial.
The monograph "2014 Annual Report" becomes "... annual report" as a serial
The monograph "Jahresbericht 2014" becomes "Jahresbericht ..." as a serial

Hello colleagues,
Am I reading correctly the third Exception under RDA 2.3.1.4 ("Date, name, number, etc., that varies from issue to issue") to mean that not only do we now give the mark of omission at the beginning of titles, but that we also now give it at the end of titles irrespective of whether the date (or other variable bit) is "grammatically connected" to the rest of the title?
Example (already cataloged under AACR2; using it as an example in RDA training):
Title: Swiss balance of payments 2005
(and subsequent titles are presented similarly, with the year in the same typeface, font size, on the same line, etc. as the rest of the title)
Under AACR2 (or, more accurately, CCM 6.1.7. a) the title proper is:
Swiss balance of payments.
Under my reading of RDA, the title proper would be:
Swiss balance of payments ...
What do you think? Did I miss some documentation that clearly responds to this question?
