[Yulpub] ProQuest database outages

We appear to be having some subscription lapse problems with a few 
ProQuest databases:

American Periodical Series
ProQuest Historical New York Times
ProQuest Historical Los Angeles Times
ProQuest Historical Washington Post

I'm pursuing reinstatement with ProQuest and will report when our access 
is re-established.  In the meantime, let me know if you see issues with 
other ProQuest databases.
